          La valeur totale finale des lots 1 et 2 correspond au montant total estimatif fixé par les titulaires des lots concernés dans leur DQE respectif et n"a donc pas de valeur contractuelle. La valeur totale finale du lot 3 est fixée à titre indicatif. En effet, aucun DQE n"ayant été demandé aux candidats dans le cadre de la consultation et le marché public étant un accord-cadre à bons de commande sans maximum, il n"est donc pas possible d"indiquer un montant total pour le lot 3.

            Tout tiers a la possibilité d"introduire un recours administratif préalable auprès du président de l"Établissement public territorial Grand Paris Grand Est afin de demander l"annulation, l"abrogation ou le retrait de l"acte administratif litigieux. Conformément à la décision «Tarn-et-Garonne», tout tiers à un contrat administratif est recevable à former un recours de pleine juridiction contestant la validité du contrat ou de certaines de ses clauses non réglementaires qui en sont divisibles dans un délai de 2 mois à compter de l"accomplissement des mesures de publicité appropriées. Tout tiers est recevable à former un recours pour excès de pouvoir, dans un délai de 2 mois à compter de la publication ou de la notification de l"acte attaqué, contre:

            — les clauses réglementaires du contrat,

            — l"acte réglementaire d"approbation du contrat.

            En cas de manquement aux obligations de publicité et de mise en concurrence, un référé contractuel peut être introduit au plus tard le 31e jour suivant la publication de l"avis d"attribution du contrat, dans les conditions définies par les articles L. 551-13 et suivants et R. 551-7 et suivants du code de justice administrative.
